Because Silverlight 4 was designed to develop rich Internet applications (RIAs) with lots of embedded media such as video and audio, the MediaElement is a very important and useful tool, so I have decided to dedicate an entire chapter to it. The Silverlight MediaElement is a rectangular UserControl that can be used to play audio or video. In the current version of Silverlight, the MediaElement supports the following types of media:

If you have been paying any attention whatsoever to the world of RIA development over the past few years, you have undoubtedly heard the Flash vs. Silverlight debate. Staunch supporters of both technologies will recommend their preferred technology, even in the face of clear evidence that one is better than the other given the specific RIA requirements. Being a former Flash developer and a current Silverlight developer, I find it easy to objectively look at both Flash and Silverlight to determine which platform is better suited to handle the needs and requirements of the application that is to be developed. So, which one is better for video The answer is that it depends on the requirements of the application. For example, if you have an RIA that streams video, you may want to use Silverlight: you can save on costs by streaming less overall bandwidth because of higher compression ratios in Silverlight video.

Choosing Silverlight
Here are some advantages to using Silverlight for video:
Silverlight requires less bandwidth than the Flash to serve comparable-quality video. Silverlight does not require additional video codecs to play industry-standard video formats. Silverlight provides built-in content access protection known as Digital Rights Management (DRM). Silverlight automatically downgrades the quality of video, rather than stutters, when the incoming signal becomes weak (known as Adaptive Smooth Streaming). Silverlight has live and on-demand true HD (720p+). Internet Information Services (IIS, formerly IIS Media Pack), an integrated HTTP media delivery platform, features smooth streaming, which dynamically detects and seamlessly switches in real time the video quality of a media file delivered to Silverlight, based on local bandwidth and CPU conditions.
THE SILVERLIGHT MEDIAELEMENT
Silverlight has more format choices. In addition to native support for VC-1/WMA, Silverlight 3 now offers users native support for MPEG-4 based H.264/AAC audio, enabling content distributors to deliver high-quality content to a wide variety of computers and devices. Silverlight has extensible media format support: With the new Raw AV pipeline, Silverlight can easily support a wide variety of third-party codecs. Audio and video can be decoded outside the runtime and rendered in Silverlight, extending format support beyond the native codecs. Silverlight has industry-leading content protection. Silverlight s DRM, powered by PlayReady Content Protection, enables protected in-browser experiences using Advances Encryption Standard (AES) encryption or Windows Media DRM.
