How Data is Represented in HigHWAYS_TeMP and Highways
A single row in HIGHWAYS_TEMP represents one stretch of road . The GEOG and GEOM columns contain equivalent LineStrings that describe the location of this road segment . In addition, other columns of the row identify one, two, or three highway routes of which the road segment is a part . The types and numbers of these highway routes are stored in non-normalized form using the six columns SIGNT1, SIGNN1, SIGNT2, SIGNN2, SIGNT3, and SIGNN3 .

Interstate highways (type I) and U .S . routes (type U) are uniquely identified by their route type and route number . For state routes (route type S) and county routes (route type C), however, the (route type, route number) pair does not completely specify the route . Rows in HIGHWAYS_TEMP that represent segments of state or county routes must contain non-NULL values to indicate the county (column CTFIPS, needed for county routes only) and/or state (column STFIPS, needed for both state and county routes) . Complicating the table design somewhat, only one (CTFIPS,STFIPS) pair appears in each row of HIGHWAYS_TEMP, and it may be needed for only some of the (route type, route number) pairs in the row . The table Highways represents routes, not segments; routes are uniquely identified by their values on the four columns CTFIPS, STFIPS, SIGNT, and SIGNN as follows:

The Highways table contains a logical subset of the columns in the HIGHWAYS_TEMP table the minimum necessary to be able to uniquely identify and access logical routes . The CTFIPS column contains the Federal Information Processing Standards (FIPS) numeric identifiers for U .S . counties . The STFIPS column is the equivalent for U .S . states:
