How to Create Web Applications on Computers That Do Not Have Visual Studio .NET Installed
Creating a new Web application requires privileges that standard user accounts lack. Specifically, you must create a subdirectory of the Web site s root directly, configure a Web application, and then specify file permissions to protect the assembly s files from unauthorized access. By default, standard users lack rights to perform any of these actions. As a result, you will see an error message such as the one shown in Figure 410 when you attempt to create a new Web application with Visual Studio .NET.

The simplest way to allow a standard user to create a Web application is to add the user to the VS Developers group. This group provides member user accounts with the necessary permissions for creating Web applications. This is the perfect way to allow your account to create Web applications when an instance of Microsoft Internet Information Services (IIS) is running on your development computer. However, this group will exist only when Visual Studio .NET is installed on the Web server. Therefore, when creating applications on a remote Web server that does not have Visual Studio .NET installed, you must use an administrator account to create the Web application and then grant the standard developer user account Full Control permissions over the directory. As an alternative, you can place the standard developer user in the Administrators group on the remote Web server long enough for the application to be created.
