A site-to-site VPN is a point-to-point tunnel created between a VPN gateway server in one location to a VPN gateway server in another location. In most cases, the VPN tunnel is created across a public network such as the Internet. All data sent across the VPN tunnel is encrypted. When computers from one network send traffic to computers in the other network, the traffic is sent to the VPN gateway server, which encrypts the network traffic and then forwards it to the remote gateway server. The remote gateway server decrypts the network traffic, and forwards it to the appropriate network host. When you configure a site-to-site VPN on ISA Server 2004, a demand-dial interface is created in Routing and Remote Access. In addition, a static routing entry is added to the routing table on the ISA Server computer that defines how to route network traffic to the remote network. The demand-dial interface is only initiated when required. For example, if the VPN tunnel is not active when a client makes a request that needs to be routed to the remote site, the VPN gateway server in the client site will initiate the VPN connection. After the two servers establish the VPN tunnel, the network traffic can be sent across the VPN tunnel.

Often, tunneling is combined with encryption to provide data confidentiality in this case, the original packet data (as well as the original source and destination) is encrypted so that the packets cannot be captured and read. After the encapsulated packets reach their destination, the encapsulation is removed, and the original packet header is used to route the packet to its final destination.
Site-to-Site VPN Protocol Options
ISA Server supports the following three protocols for site-to-site VPN connections:
Point-to-Point Tunneling Protocol (PPTP) Point-to-Point Tunneling Protocol (PPTP) is a network protocol that enables the secure transfer of data between remote sites. PPTP-based VPNs can be encrypted by using Microsoft Point-to-Point Encryption (MPPE). The primary advantage of using PPTP to create a site-to-site VPN connection is that PPTP connections require only user-level authentication through a PPP-based authentication protocol. This means that the VPN gateway servers do not need any certificates or other authentication mechanism. Layer Two Tunneling Protocol (L2TP) over Internet Protocol security (IPSec) Layer Two Tunneling Protocol (L2TP) is an industry-standard Internet tunneling protocol that provides encapsulation for sending Point-to-Point Protocol (PPP) traffic across IP networks. The Microsoft implementation of the L2TP protocol uses Internet Protocol security (IPSec) encryption to protect the data stream between the VPN gateway servers. L2TP/IPSec connections require user-level authentication and computer-level authentication using computer certificates or a pre-shared key. IPSec tunnel mode When Internet Protocol security (IPSec) is used in tunnel mode, IPSec itself provides encapsulation for IP traffic only. The primary reason for using IPSec tunnel mode is interoperability with other routers, gateways, or end systems that do not support L2TP over IPSec or PPTP VPN tunneling.
