Remote-Site VPN Gateway Configuration Components
Explanation The remote-site gateway must use the same protocol as the main-office gateway. If you use L2TP/IPSec or IPSec tunneling protocols, ensure that the two gateways are configured with the same pre-shared key or have digital certificates that are trusted by the other VPN gateway. If you use ISA Server as the remote office VPN gateway, then configure a remote site network for the main office. If you use RRAS or a non-Microsoft VPN gateway, then configure the connection to the main office VPN gateway. As part of this configuration, create a user account that will be used by the computer running ISA Server at the main office to initiate connections to the remote office, and configure the remote office VPN gateway to initiate connections to the main office. If you use ISA Server as the remote office VPN gateway, then you need to configure network rules and access rules or publishing rules to make network resources accessible to main office users. If you use RRAS or a non-Microsoft VPN gateway, then configure the routing rules that you want to apply for traffic from the main office network.

In some cases, the remote office may use a dial-up connection to the Internet rather than a dedicated connection. You can configure both ISA Server and RRAS on a Windows Server to initiate the dial-up connection when the VPN gateway detects traffic intended for the main office. If you use ISA Server, access the dial-up settings on the General tab in the ISA Server Management Console.

Guidelines for Troubleshooting Site-to-Site VPNs
Many of the guidelines for troubleshooting remote-access VPN connections also apply to troubleshooting site-to-site VPNS. However, troubleshooting site-to-site VPN connections may require some additional steps:
If the site-to-site VPN connection cannot be established, or if it can be established in only one direction, then check the authentication credentials used to create the connection. As mentioned earlier, the logon user accounts must match the remotesite network names. If you use IPSec tunnel mode, or L2TP/IPSec, check the certificates or pre-shared keys. You can use RRAS to troubleshoot authentication and connection issues. To use RRAS, locate the demand-dial connection and force a connection. If the connection fails, check the error message in RRAS and in the Application log in the Event Viewer. If you use a non-Microsoft VPN gateway, you may also need to modify the MTU on the ISA Server computer to enable the site-to-site connection. Microsoft Windows Server 2003, Microsoft Windows 2000, and Microsoft Windows XP use a fixed MTU size of 1500 bytes for all PPP connections and use a fixed MTU size of 1400 bytes for all VPN connections. If the remote-site gateway requires a different MTU, you can use the registry editor to change the default setting on the ISA Server computer.
