You should implement a policy setting to remember at least the last 24 passwords used. This prevents users from switching between just a few passwords when their password expires. Users should be required to change their passwords at regular intervals. Microsoft suggests allowing passwords for no longer than 42 days, which also happens to be the default setting in Windows Server 2003. This prevents a person who finds out a password from being able to access the network after the password s expiration date. You should require administrators to change their passwords more often than regular users. Users should also have to retain a password for a certain number of days, to prevent them from quickly changing passwords until they get back to one they like. Microsoft s recommendation is to keep passwords for at least one day. Passwords should be at least seven characters. Longer passwords are harder to crack than shorter passwords. Passwords should be complex. They should use upper- and lowercase alphanu meric and non-alphanumeric characters.

Create an account-lockout policy. Account-lockout policies disable a user account after a specified number of failed attempts to log on. This prevents so-called dictio nary attacks in which an automated routine tests password after password. Create an account-lockout policy that allows users to attempt logon several times though, to prevent valid users who have problems typing or remembering complex passwords from being locked out. Users should be allowed at least five attempts to correctly type their passwords. You should also set the duration of time that an account is locked out and the interval that must elapse after a failed logon attempt before the lockout counter is reset.

Designing an Administrative Security Structure
Consider assigning logon hours to ensure that employees use computers only dur ing business hours. This policy should apply to both interactive logon (when a user is at the workstation) and network logons. Logon hours are particularly useful in environments where computers are more accessible and where multiple work shifts are used. Enforcing logon hours may also be required for some government security certifications. Create a ticket expiration policy. When a user logs on, a ticket is assigned that the client computer uses to authenticate itself when accessing network resources. The lifetime of a ticket should be long enough that it is convenient for users, but short enough to prevent attackers from being able to access and break into the stored credentials. Ticket lifetime is set to 10 hours in the Default Domain GPO and this should be fine on most networks. Decreasing the lifetime increases security, but also increases network traffic due to additional ticket granting. Have administrators log on as regular users on their desktop systems. Administra tors should log on with a regular user account and use the Run As command to perform administrative tasks. When logging on to domain controllers or other servers, administrators should log on as an administrator. You should also limit the users who are made part of the Administrators group. Instead, use OUs to delegate administrative authority to administrators user accounts. Rename and disable the built-in Administrator account and the built-in Guest account. Because they are well-known accounts, they are often targets for attackers.
