Distribution groups are mail-enabled Active Directory directory service group objects that are created to expedite the mass sending of e-mail messages and other information within an Exchange organization. Security groups are Active Directory directory service group objects that are used mainly to set security permissions for the user accounts that are members of that group. A typical distribution group in an organization could be, for example, Customer Support Personnel, whose members have no specific permissions but could each receive e-mail sent to the entire group. A typical security group could be Backup Operators, whose members require specific security permissions to carry out their job. Distribution groups are typically mail-enabled. Security groups can be mail-enabled, although many are not. Exchange Server 2007 lets you create and configure mail-enabled universal distribution groups, mail-enabled universal security groups, and dynamic distribution groups.

When you create a universal distribution group, you add members to it manually, as opposed to a dynamic distribution group, where members are selected automatically depending on attributes you specify. You would use a universal distribution group in situations where group membership seldom changes, such as employees in a department. You would use a dynamic distribution group in situations where the group membership changes frequently but group members have at least one attribute in common, such as a group of consultants all of whom have external e-mail addresses.

Configuring Recipients, Groups, and Mailboxes
Groups in Exchange Server 2007 and Active Directory
Distribution groups are used primarily for e-mail and replace mailing lists in earlier versions of Exchange. Typically, they are mail-enabled, but you can disable a distribution group if you do not want e-mail to be sent to it at present but you might want to reenable it sometime in the future. Universal distribution groups have a fixed membership, and you need to add or remove users manually. The membership of a dynamic distribution group is determined in Active Directory by applying conditions and filters each time an e-mail message is sent to the group. Dynamic distribution groups are most efficient if their membership is unlikely to exceed 25 recipients. For larger memberships, it is preferable to use universal distribution groups. Security groups are used to assign permissions. As a result, all members of a security group need to have accounts in Active Directory. You cannot place mail contacts in a security group. Typically, security groups are not mail-enabled, but you can mail-enable universal security groups if you want to. Suppose, for example, that an organization with multiple domains in a forest already had a universal security group called Sales to grant members of sales departments throughout the forest access to interdomain sales resources. Rather than create an additional universal distribution group with exactly the same membership to allow a single e-mail to be sent to all group members, you could simply mailenable the Sales universal security group. If a universal distribution group exists and a domain administrator decides to use it to configure permissions, then the group can be converted to a universal security group (provided all its members have user accounts in the domain or in the forest). A security group cannot be converted to a distribution group. Security groups cannot be dynamic because they are used to configure security settings. Only administrators with the appropriate rights can add users to a security group; users cannot be added automatically.
