An enrollment agent role can be configured by assigning a Windows group permission to obtain an enrollment agent certificate. A user in possession of this type of certificate can obtain a certificate on behalf of other users. For example, if automatic enrollment for smart card certificates is not wanted or configured, a smart card enrollment agent can produce smart cards for employees. This takes the process out of the hands of the end user, who might have problems understanding the enrollment process, and provides another degree of control over who is issued a smart card, as well as who is issued replacement smart cards. However, this approach provides the enroll ment agent with a very powerful right. An enrollment agent might not be nec essary if auto-enrollment can be established for certificate needs in which an agent might have been required. An enrollment agent can be restricted. Enrollment agents by default have sweeping powers and are able to issue certificates for anyone in the organi zation. Certificates can be restricted by permissions set on the certificate tem plates; however, for stricter control, the ability of the enrollment agent to issue certificates can be constrained by identifying both who can perform the enrollment and who an enrollment agent can enroll. To implement these additional restrictions, version 2 certificates are required.

You must decide whether users and computers in a trusted forest should be able to obtain certifi cates issued by the trusting forest, or whether a separate CA hierarchy should exist in the trusted forest and a separate trust relationship be established via qualified subordination. Are Netscape browsers used by clients authorized to request certificates If Netscape browsers are used, you must change a Windows Server CA to permit Netscape browsers to be used for enrollment. You must decide whether the incorpora tion of this change should be part of the design, based on the official policy of the orga nization about which browsers are allowed to be used. In addition, because the version of the Netscape browser must be 6.2.2 or later, the decision to configure the CA might result in a need to upgrade client browsers. Alternatives to making the CA configuration change are using the Certificates snap-in on these computers, or where possible, pro viding auto-enrollment.

Should extensions be blocked or allowed in certificate requests Extensions can be used to restrict certificate issuance. If they are used, they will be ignored by Windows Server 2003 unless configuration changes are made. Extensions provide a valuable way of tightening controls on certificate issuance. The decision to use them might depend on interoperability issues. Are e-mail addresses required in certificates If so, e-mail addresses can automatically be added to certificates produced by enterprise CAs based on infor mation in Active Directory. However, stand-alone CAs must be configured to add e-mail addresses to certificates. This issue might be one more factor that pushes a design to an Active Directory integrated model, or it might simply be another con sideration in the design of the stand-alone CA. What should be the validity period of issued certificates The validity period is the period of time from the certificate becoming valid until it expires. An enterprise CA certificate validity period can be configured via settings on certifi cate templates. However, the certificate validity periods of stand-alone CAs must be adjusted via changes to the registry. Which types of end-use certificates can be issued by the CA and to whom The type of end-use certificate to be issued by a CA often plays a roll in the design of the CA hierarchy, but these questions are part of the certificate request process. Should certificate issuance be automatically or manually approved An enterprise CA, by default, is configured to automatically issue a requested certifi cate if all constraints are met. The assumption is that if the user can be authenti cated by Active Directory and is authorized to request the certificate, the certificate should be issued. Manual approval can be required, however. Manual approval in a large enterprise or in a scenario where many certificates must be issued will result in additional administrative work. The administrator must manually visit the CA and accept or reject the certificate on a regular basis or the requests will expire. An option might be to establish a separate CA for the types of certificates that require tighter control. This CA can require manual approval for all certificate requests, but it provides tighter control. Another possibility, when greater control over certificate issuance is required, is to use version 2 certificates. Which types of certificates should be used Two types of certificates are available. Version 1 certificates are available for use with Windows 2000 and Win dows Server 2003 CAs. They cannot be modified or secured, but they do provide end-use specificity. Each version 1 certificate can be used only for its designated purpose or purposes. A smart card certificate can be used only with a smart card, an IPSec certificate can be used only for authenticating a computer attempting to
