If the wizard is not capable of creating a sufficiently exact filter for an email address policy, you can create an email address policy with a custom filter using the NewEmailAddressPolicy cmdlet. In this situation, the syntax rules are the same as those used to specify recipient filters for dynamic distribution groups, so the filters you can create are very flexible. As an example, let s assume that you want to create an email address policy that only applies to mailbox users in the Dublin office. You could use New-EmailAddressPolicy to create the new policy and then immediately apply it with Update-EmailAddressPolicy. Note that before Exchange will accept the value used here for the primary SMTP address template (@dublin.contoso.com) this domain must be created as an accepted domain for the organization.

Unlike the email address policies that we have considered up to this point, policies created in this manner have a custom recipient filter. You cannot edit these policies with the EMC wizard afterward, so if you need to subsequently update the recipient filter, you will have to do it by writing a new recipient filter with the Set-EmailAddressPolicy command. It s useful to look at a custom email address policy to figure out the differences between custom and normal polices. When we view the details of the policy that we just created, we can see that Exchange has generated the appropriate LDAP filter and that the RecipientFilterType is now Custom.

You can then assign a value within the range of available choices. For example, if three custom policies are available, you can assign a priority from 1 to 3; if there are six, you ll be able to assign a priority from 1 to 6. You cannot select lowest, because this priority is reserved for the default policy. After you decide on the new priority, Exchange moves the policy into the correct position and rearranges the other policies accordingly. The equivalent EMS command is:
Set-EmailAddressPolicy Identity 'IT Department' -Priority '1'
After changing the priority of a policy, you should click Apply on the action pane to force Exchange to search for objects that come within the scope of the policy and create new email addresses for these objects (if such addresses does not already exist). If created, the new email addresses are made the primary addresses for the object and all previous email addresses are preserved so that Exchange can deliver messages sent to these addresses. You can opt to have Exchange apply the new email address policy immediately or wait for a suitable time, in which case EMC will pause and wait for the appointed time before it executes the command. Applying a new email address policy to thousands of objects can take a long time to complete and generate many Active Directory transactions, and also force a complete Outlook Address Book (OAB) download for all clients due to the number of updates in the directory, so it is wise to create any required mail address policies early in a deployment and avoid the effect of a widespread update later on in the production cycle. Sometimes you are forced to update many recipients to ensure that they receive email addresses of the right type. The example email address policy that we created for the IT department will only be applied to recipients that are stored in the IT OU. Exchange will apply the policy after we create it to the recipients that already exist in the OU, but if we move recipients into the OU later on (perhaps after they join the IT department), we need to update their addresses. If you prefer, you can start the update process through EMS with a command such as the one shown next. Note that the Update-EmailAddressPolicy cmdlet does not include the ability to schedule the update for a future time and date. You can
