Because of the complexities involved in setting many of the conditions used by transport rules, it s likely that you will use EMC instead of EMS to work with rules and that this work will be done by a small number of administrators who are familiar with their concept and implementation. It s important that any rule is tested extensively in a realistic environment before it is introduced into production. In particular, you need to make sure that rules complement rather than interfere with each other and that they are processed in the correct priority order. It s also a good idea to create rules with Windows PowerShell scripts becasue this allows you to recreate rules easily if an accident occurs, such as if an administrator deletes a rule in error. The scripts can contain comments to explain the business purpose served by the rule and therefore act as a form of primitative documentation. The alternative is to take a series of screen shots to document the different sections of every rule and paste the screen shots into a document. However, this approach is unwieldly and it is all too easy to miss an important detail that won t be overlooked in the EMS code used to create a rule. If you want to use EMS to work with transport rules, the following cmdlets are available:

Rules and ECP
The Exchange 2010 SP1 version of ECP (Figure 16-1) allows administrators to work with transport and journal rules without EMC. Some will find this user interface to be more approachable than EMC and it s certainly a good thing to have the ability to deploy the responsibility for creating and maintaining rules via a browser without the accompanying need to deploy the Exchange management tools. However, in most large organizations I believe that the maintenance of rules will be done by a small group of administrators who will continue to use EMC for most issues associated with rules, with an occasional foray into EMS.
