Apply an AD RMS (Rights Management System) template to the message and its attachments so that only authorized recipients can read it. Note that Exchange 2010 supports integration with AD RMS to allow transport rules to inspect the contents of protected messages and attachments. For example, you might decide to amend the rule that scans for confidential material and apply an RMS template to it rather than bounce the message back to the user. To do this, you d remove the commands to bounce the message and replace it with a direction to apply an RMS template, as shown here:

All of these options present their own difficulties. The most obvious is cultural: You don t want users to attempt to get around a block by simply deleting the strings that the rule looks for from their document because it s usually important to have appropriate disclaimers or indications of confidential material included in sensitive documents. You don t want users to feel that big brother is watching their every move, but you do want them to understand that it s important to handle confidential material appropriately to protect the interests of the company. You don t want to impose a block that might slow the transmission of material to authorized parties such as confidential documents that users might want to send to your company s external legal advisors or auditors. If you copy the message to a mailbox, some mechanism is required to check the mailbox on a regular basis a task that could become very onerous if a high volume of messages is intercepted by the rule. It s also worth remembering that the ability to process attachments can be combined with any of the other conditions that are available to process messages with transport rules. For example, you can include an exception to allow members of the legal or accounting departments or senior management to send company confidential material to external recipients on the basis that they should know what they are doing. You can block attachments of more than a certain size or of a certain file type to ensure that users don t send

The steps required to create and enable message classifications are discussed in 15, Compliance. Once users have applied classifications to messages, you can create transport rules that take action if a particular classification is found. The example message classification discussed in 15 is Top Secret and is intended to mark messages that should not go outside the organization. The transport rule that implements such a block is very straightforward. Marked with classification is one of the conditions that you can select for a transport rule. This condition instructs the transport system to look for a classification attribute on a message. As usual, you then specify the actions that you want to take an appropriate action seems to be to reject the message and send a DSN. You then add any exceptions. For example, senior executives might be allowed to circumvent the restriction because they presumably know how to protect intellectual property and other secret information. The basic EMS code to create the transport rule is shown here. This code doesn t include an exception adding one is an exercise for the reader!
New-TransportRule -Name 'Stop Top Secret Mail Leaving' -Comments 'This rule stops any message marked with the Top Secret classification leaving the organization.' -Priority '0' -Enabled $True -HasClassification 'Default\Top Secret' -RejectMessageReasonText "You can't send Top Secret messages out of the organization" -RejectMessageEnhancedStatusCode '5.7.900'
