Normally, only the administrator of an entire SharePoint virtual server can create top-level sites, and therefore site collections. The administrator creates the top-level site and (usually) grants administrator privileges to a key team member. That member, in turn, authorizes the other team members who will use the top-level site and its site collection. A server administrator can choose, however, to enable a feature called Self-Service Site Creation. With this feature enabled, any member with the Use Self-Service Site Creation right can create as many top-level sites as they want and, by default, all members (even Readers) have this right.

With Self-Service Site Creation activated, team members tend to create many spurious toplevel sites. Cleaning up these spurious sites can be a lot of work, but Windows SharePoint Services has three features that often help. Quota Templates Are predefined model settings for controlling the maximum amount of space a site collection can use. An server administrator can configure a virtual server so that all new top-level sites receive disk quotas based on a default quota template. Site Collection Use Confirmation and Auto-Deletion Sends periodic warning messages to owners of any site collection that has no activity for a given period. To keep the site online, the owner must reply to one of these messages. If the owner fails to reply to, say, four messages in a row, Windows SharePoint Services will automatically delete the collection.

Secondary Contacts Require that when someone creates a new top-level site, they provide the user account and e-mail address of a second person who will also administer the collection. This is primarily so the two owners can share the work and function in each other s absence, but it also creates visibility for anyone who tries to overcome low default disk quotas by creating multiple top-level sites. For more information on these features, refer to 17, Administering Your SharePoint Site. A common scenario for Self-Service Site Creation involves employees creating their own personal sites. In such a case, it s often useful to dedicate a separate virtual server for this purpose. That way, you can enable Self-Service Site Creation, default quota templates, and Site Collection Use Confirmation. and Auto-Deletion for the personal sites and use different settings for departmental, product, and project sites (which would be on a different virtual server).

Planning Managed Paths
Regardless of who creates a top-level site, the top-level site s parent folder must be a SharePoint managed path with both the include and wildcard options in effect. This, of course, begs the question, What s a managed path As previous chapters have mentioned, all the files and folders that make up a SharePoint site reside not in the Web server s file system, but in a SQL Server or WMSDE database. Even so, a SharePoint server accepts normal-looking URLs. When a team member requests a Web page, a picture, a library document, or any other sort of file, Windows SharePoint Services:
Captures the request. Translates the URL to a database location. Retrieves the database content at that location. Runs any executable content, such as Web Parts and Web Part Pages. Sends the content to the team member.
Note that the SharePoint server never matches the URL path against the server s file system. Even though files and folders seem to exist when you browse the SharePoint site, you won t find them in the Web server s file system. They re only in the database. Sometimes, however, you might prefer that certain folder trees reside in the server s file system, and otherwise behave like normal Web sites. To accommodate such needs, Windows SharePoint Services provides managed paths. A managed path is a folder location where Windows SharePoint Services either starts to manage or ceases to manage a Web server s folder tree: that is, where it starts or stops redirecting Web requests into the SharePoint content database. Figure 5-1 shows the page a server administrator uses to set up a managed path.
