Creating a Top-Level Site as an Administrator
If you re a server administrator, use the following procedure for creating a new top-level site.
1 Display the Windows SharePoint Services Central Administration page. This is usually at http://<servername>:<port>/default.aspx, where <servername> points to the server computer s first IP address and <port> is a random value chosen at installation time. If you don t know this port number, you can find it by viewing the properties of the SharePoint Central Administration site in IIS Manager on the server computer. 2 Under Virtual Server Configuration, click the Create A Top-Level Web Site link. 3 When the Virtual Server List page appears, click the name of the virtual server where you want the new top-level site to reside.

Creating SharePoint Sites and Pages
4 When the Create Top-Level Web Site page shown in Figure 5-7 appears, specify these values: Web Site Address Click Create Site Under This URL, and then choose a folder path and type a folder name. Or, click Create Site At This URL, and then choose a location from the drop-down list. Site Collection Owner Type the username and e-mail address of the primary owner of the Web site collection that will start at the new top-level site. Secondary Owner If the new Web site collection will have a secondary owner, type that person s username and e-mail address. Quota Template Select a quota template from the drop-down list. This places a limit on the amount of disk space the new site collection can use. Site Language Select the spoken language in which page within the new collection will appear. This must be a language already installed on the server.
