Many ISPs resell their modems to other ISPs or wholesalers This is very common among ISPs that offer international access to their users Instead of having to establish a point of presence (POP) in a foreign country, which may involve licensing and administrative costs, the ISP wanting to provide service can just resell and use an existing ISP s POPs This is a mutually beneficial arrangement that enables an ISP with unused modems to attract customers that would otherwise not use the service The RADIUS protocol has evolved to enable ISPs to proxy authentication requests to other ISPs for authenticating users and billing purposes This use of RADIUS has reduced the overhead for reselling modems and can be used for wireless applications After the adoption of 8021x, the existing RADIUS infrastructure that enables ISPs to resell modems will also enable different ISPs to resell wireless services around the country or the world That will help the existing WISP services that are largely regionally based and do not have a standards-based authentication scheme interoperate for the growth of the WISP industry Vulnerabilities with 8021x have been published and need to be considered when choosing an authentication mechanism for an ISP One problem allows an attacker within a wireless range to hijack a user s session Using encryption with dynamic keys helps to mitigate this problem We are likely to see more problems with the new wireless security standards

The world of traditional mobile providers and that of the WISP are going to collide North American GSM operator Voicestream recently acquired Mobilestar, adding wireless-network-based services to more traditional services Other providers are currently testing GPRS and wireless network hybrid products that will enable users to have the best of both worlds Combining these two technologies is like other services that mobile providers have offered in the past Many handsets today can be purchased with dual-mode capabilities that enable users to take advantage of multiple networks based on different technologies The convergence of wireless networks is one of the reasons why this book has addressed both the mobile provider and wireless network security issues The security vulnerabilities and solutions are not substan-

Location-based services and privacy Just like the wired world, privacy is a big issue in the wireless world and it is a double-edged sword In the wireless world, the very nature of the technology means that it is possible to triangulate a wireless signal and determine the caller s physical location within a few hundred feet In the United States, the government actually enacted legislation for network operators to support location-based services in order to enable public safety officials to locate individuals in distress Although this is indeed a legitimate use of wireless technology, operators and application vendors quickly realized that this same location data could be utilized for more commercial means For instance, if a restaurant knew an individual was walking by, wouldn t they be interested in sending him or her an SMS message offering a 10 percent discount off a meal if he or she came in right now Some users may find this system very useful, but others are increasingly worried about potential abuses of that location data Although every operator says that location services will require active participation by the user, location services will be a key security issue to watch in the years ahead In February 2002, Japan s NTT DoCoMo said it would open its i-mode location-based system to more content providers, changing a previous policy in which only specific DoCoMo-approved providers could use the service Although DoCoMo s service is not fine-grained (it can only transmit information about which of the network s nearly 500 separate calling areas the user is in), it reflects the commercial viability of location services
