WASHINGTON, March 4 The Senate, as forecast, brushed aside its customary routine today to rush adoption of a resolution authorizing a wide open investigation of stock exchanges by the Senate Committee on Banking and Currency The resolution, introduced late yesterday on behalf of that commit tee, was adopted without debate after being reported favorably by the Committee on Audit and Con trol By unanimous consent the Sen ate waived the rule requiring that such reported resolutions lie over for one day, as this would have involved a, delay until Monday The Banking and Currency Com mittee immediately made plans to meet on Tuesday, when it will de termine procedure, consider what witnesses will be called first and select the experts to guide its inves tigation The resolution carried an appropriation of $50,000 for these expenses
Just before this action was taken, a House Judiciary subcommittee re ceived testimony detailing an alleged bear raid on the stock of the Missouri Kansas Pipe Line Company on June 16, 1930, which caused the stock, listed on the New York Curb, to drop from an opening of 36 to 15 Frank P Parish, president of the company, charged in a statement submitted for him by Representa tive Gregory, of Kentucky, that the break in the stock occurred after he had refused to accede to demands made by the Standard Oil Company of New Jersey and H L Doherty & Co He said that an order to buy 100,000 shares of the stock was insufficient to sustain the market Mr Parish s, statement, which was admitted to the House subcom mittee record without public reading, said that L E Fischer, vice president of the North American Light and Power Company, had warned him of the attack on the pipe line stock Mr Parish said that during this visit, on June 14, Mr Fischer was accompanied by W G Maguire, a broker He stated that he asked Mr Fischer to arrange a meeting be tween himself and Christy Payne, vice president of the Standard Oil Company of New Jersey Mr Parish said that Mr Fischer offered a truce for one week, but that when he arrived in New York on June 16, the attack on the stock had begun We were not able to see Mr Payne on the day of the raid until 4 o clock in the afternoon, Mr Parish said On entering his office we found Mr R Carr with him Mr Carr, I understand, is president and counsel for Columbia Carbon Company Mr McGuire was also present
