The Rule of Thumb for the Content Filter Before you get too confused with the three different
thresholds and actions, note that not all three need to be selected You can select any of the three, or you can select none at all The ability to have three different actions and thresholds simply provides you more control and the ability to treat messages with different SCL values differently The rule of thumb (depending on which actions and SCL thresholds you have selected) is that the Delete threshold should be higher than the Reject threshold, the Reject threshold should be higher than the Quarantine threshold, and the Quarantine threshold should be higher than the Junk Mail threshold
Junk Mail Threshold The Junk Mail threshold is configured in organization settings Messages with SCL values higher than the Junk Mail threshold are delivered to the Junk Mail folder in a user s mailbox The Junk Mail threshold can be configured using the shell, as follows:

NOTE Unlike the Delete, Reject, and Quarantine actions (the values of which should be equal to or
higher than their corresponding threshold), for the Junk Mail action, the SCL value stamped on a message needs to be higher This is similar to how IMF uses the Store threshold in Exchange Server 2003 the SCL value should be higher than the threshold to make its way to the Junk Mail folder A tad confusing, for sure and I cannot help myself from wondering, is this confusingly consistent, or consistently confusing
