Quality is a conformance to program requirements and a fitness for use of the product or service the program is creating Quality is achieved by satisfying the program objectives Just as your project managers estimate the time and cost of each of their projects, the sum of the quality of their project deliverables, the benefits of the program, contribute to the overall quality of the program deliverables When the program manager and his team work together to plan for quality, their goal is to determine what the quality expectations of the program deliverable will be That is, what will it take to complete the program vision exactly as the customer sees it, considering the constraints such as time and cost Quality planning really begins with the identification of the quality standards for the program, and then the program management team determines how to adhere to those standards Figure 6-11 shows the inputs and outputs for quality planning An organization may subscribe to a quality assurance program, a six sigma program, or even an ISO 9000 series program where the rules and practices of these quality assurance and quality adherence programs are considered during the quality planning processes Your organization may not subscribe to one of these managementdriven programs, and that s fine, but they probably have a quality policy that will influence your quality planning NOTE ISO is the abbreviation for the International Organization for Standardization It s called ISO because it s from the Greek iso, meaning uniform An ISO program means that an organization always follows the same internal processes to achieve the same result It s not a quality improvement program but a quality adherence program The ISO 9000 series is for manufacturers, while the ISO 10,000 series is a certification for environmental concerns Quality is a management-driven approach and is considered to be planned into the program rather than inspected into the program You ve probably heard of quality assurance (QA) and quality control (QC) QA is a prevention-driven approach where the work is to be performed correctly the first time QC is an inspection-driven approach where the quality inspectors aim to prove the existence of quality and to keep mistakes out of the customers hands Your quality approach will influence all of the projects, how they adhere to the quality assurance program, and the quality control activities within their projects

There are three factors the program management team has to consider when planning for program quality: Environmental factors and legislation Consideration of the impact of the program on the environment where the program is taking place is of great importance The environment of the program can be the physical land, water tables, wildlife, and ecosystems the program may interrupt The environmental factors also include the culture, issues of attitude, resistance to the program, and the political aspects of the program The environment is composed of the physical and cultural characteristics surrounding the program The legislation factor considers the laws, requirements, and demands for regulatory compliance of the program Consider the OSHA requirements for a construction program versus the HIPAA requirements for a health care program The program manager must identify the laws and regulations that the program is required to adhere to, or there will likely be fines, penalties, delays in the program advancements, and even worse, danger for the program and project team members Program scope statement Quality is achieved by satisfying the program scope statement The details of the program scope statement serve as an input to the program, because the program management team planning is based on completing the expectations of the program scope Product description The product is the expected benefits of the program It is the end result of what the program scope will be delivering to the program customers This document is considered for quality, because it is the parent to the program scope statement It truly reflects what the program customer expects to receive from the program These inputs to quality all demand one thing: communication You, the program manager, have to complete stakeholder analysis, work with business analysts, and rely on your subject matter experts to confirm that you and the customer are in agreement on what the program will deliver If there is a discrepancy in the understanding of the product scope, then there will be errors in capturing the program scope And from here it s a domino effect: the PWBS is wrong, the projects are wrong, and their deliverables will be wrong, and pandemonium ensues
