Operational definitions These clearly define the terminology and glossary the program will use to describe the program packages, lingo that s unique to the program discipline (such as information technology, construction, and manufacturing), the forms and procedures the organization relies on, and the common lexicon for the program Program cost of quality The cost of quality is the amount of funds the program will need to spend in order to achieve the expected level of quality: for example, training, buying the right equipment and materials, safety procedures, and subject matter experts A failure to provide for the cost of quality results in waste, loss of sales and customer satisfaction, poor team morale, and even loss of life or limb NOTE The cost of quality is sometimes called the cost of conformance to quality Poor quality also has a cost, and it s called the cost of nonconformance to quality Don t let those terms throw you loopy on the exam Quality checklists No surprises here Checklists are great for repeatable tasks, such as installing 1,000 doors in a building; having each installer following the same checklist ensures that each door, or repeatable task, is completed the exact same way Checklists are also ideal for activities with safety issues, such as working with electricity Quality improvement objectives and plan While the program s primary concern with quality is on technical performance, there s also a process improvement plan that aims to improve the processes the program will follow As the program advances there will be opportunities to improve bottlenecks, workflow, communication, and overall performance This plan aims to remove non-value-added activity and streamline stagnant, failing program processes Quality metrics Give me a good network I want fast delivery Make my customers happy Those are all subjective, unreliable metrics for quality What s good, fast, and happy to you may not be the same for me Quality metrics ties a quantifiable, measurable characteristic to program performance You can t achieve quality if you don t know what it is Once the quality has been defined by the program management team and the program stakeholders are in agreement on what the quality goal is, then the team and the projects can go about achieving expectations Quality is an esoteric concept; consensus must be gained among the stakeholders on what quality is for the current program, for the current projects in the program, and ultimately for the program s final deliverables PART II
