Deployment is the process of assigning resources for a particular purpose to particular locations. In military operations, we might deploy a single special operations force on a single mission, or deploy thousands of troops to many locations in a region. Similarly, we might deploy one team to install a server, or we might deploy dozens of technicians to deliver and install equipment at user locations. However, developers of computer systems tend to use the term deployment primarily in relations to large implementations at many locations. Rollout is the distribution of a system, or access to a system, to target users. A successful implementation is the result of the coordinated management of delivery, installation, deployment, and rollout. The implementation phase begins when the system is ready for users with acceptance tests passed, and ends when all users have it and are using it in the production environment. In our methodology, we include implementation as the second part of transition to production. These terms are generally used for products and services being implemented internally, or for just one customer. When we are preparing a product or service for sale, either as a xed product or service line or as a set of customizable products or services, our implementation ends with production and delivery to the point of sale. If the product or service is customizable, then the customization team or teams also need to be ready. You may notice that the terms deployment and rollout come from the military. The army deploys troops, and does it by rolling out in tanks and armored personnel carriers. Historically, many project methods were developed by the military or for military contracts. We can learn good logistics from the military and employ it to succeed on our projects. Surveying the territory and gaining cooperation from the civilian (end-user) population are essential to project success. Nonetheless, if you are managing your project well, the users will not be hostile, and you will not need to send your sta out in armored personnel carriers. That is not to say that you should expect an entirely smooth ride. Testing the product in a real-world setting almost inevitably brings surprises. The goal is to make sure that they are manageable, and to know how to handle them. Also, in this phase, the project team, and the product itself, meet many more users and stakeholders, who may have di erent agendas from the ones who were involved in the project during design and development. Another source of tension is that the corporate and IT environments may have changed since the project was designed.

It would probably be better to think of this part of our work as the implementation and training phase. On a systems level, implementation ensures that the new product or service is reliable and works well at every interface with each non-human component of the larger system of which it is a part. Training ensures that the new product or service works well with the human components of the larger system. The two need to be coordinated closely.

The value of a project ultimately is the value gained by the use of the product or service that the project creates. No matter how good our work is, if people do not use what we give them, no value is realized. For internal projects, or projects for a single customer, success is determined by the degree to which the working sta of the organization (end-users) use the system in ways that bene t the organization. Training end-users is a key to a successful project. Depending on the nature of the interaction between the end-user and the new system, one or more of these types of training will be appropriate: Required hands-on training, either in a classroom, or with live teachers via distance learning, teleseminars, or internet-based webinars. Optional hands-on training either in a classroom, or with live teachers via distance learning, teleseminars, or internet-based webinars. Interactive help, computer-based training (CBT), documentation, and videos. Training handled through help-desk calls. No training at all.
