technology project I have ever heard of, the ten-year reorganization of all the mainframe computers at the IRS, only needed seven levels of detail. How much detail do you need There is a precise answer to that question. Technically, you take your WBS down to the level of detail at which you plan to exercise control. What does that mean It is very simple. If you can look at a step, and say, One person or team can do this, and he or she will know what to do, and it can be done in two weeks or less, then you are done. If you look at a step and see that it requires several people who are not on the same team, break it down into smaller steps until one person or one working team does each step. If you nd a step is longer than two weeks, break it up into pieces so that they can report what has been done every two weeks (or less). The level of control is an important concept. The level of control is the level at which the project manager, sub-project manager, or worker keeps track of the work being done. Remember that control here means to check task status and correct the course of the project. It does not mean micromanagement. On a large project, each manager and team lead will manage the project according to the list of tasks and deliverables from the WBS down to a certain level. The manager or team lead will manage at a lower level of detail. Finally, the worker is likely to make a list of self-managed steps to accomplish a task. That way, if he or she does not nish on Friday, there is a list reminding him or her of the next step on Monday morning. Should that self-management list be included in the WBS Classic project management methods would say no, that is too detailed. I would propose a di erent approach for projects that are very technical. I think that there are several advantages to including the expert worker s self-managed task list:   We will get a better time estimate. We reduce project risk related to loss of key sta . If an expert prepares the list, but is unavailable when work needs to be done, we have detailed steps to guide a less experienced person in doing the work. The self-management list is knowledge transfer from a given expert into the project management system. We increase team motivation. As mentioned earlier, if a worker prepares his or her schedule early, and comes back to it later, it increases focus, motivation, and a sense of being respected as someone making a unique contribution to the project. We increase project quality and reduce risk. When the worker takes time to think things through, it is natural to come up with better ways of doing things and ways to prevent problems.

You have written and organized the list. How do you know you did not miss anything How do we verify that a WBS is complete and correct Here are the most important questions, from the bottom up. Key Questions About Each Step: Verifying Each Step is Clear Each step of a project does something and delivers something. Can you read each step and say what will be done, and what will be delivered Each step should contain a verb describing what will be done, and a noun describing what will be delivered. For example, here are several badly written steps (and what is wrong with them):  Security plan (no verb)  Plan security (verb and noun both too vague)  Design security plan (verb and noun do not match) If you see an item like any of the above, change it to: Write security plan. Here, the step is clear. Writing is the action. A security plan, a document, is the deliverable. Every step should be written with a verb describing the action of the task followed by a noun de ning the deliverable. A very interesting thing will happen when we make these changes. I have seen many WBSs that were hard to read or even impossible to understand. I have seen more that seemed acceptable, but were somewhat vague, so that, as I read them, my mind started wandering. When I edited them, ensuring a clear noun and verb on each line, everything clicked into place. The whole project becomes crystal clear, and it is easy to visualize the work being done, and to picture each deliverable. That is shared vision. Key Questions About Each Group of Steps Go to the lowest level in your WBS. For each group of steps, ask: If I do these steps, will I go from the starting point to the nishing point of this larger step, and get it all done without missing anything Do a walk-through: Picture going through the steps and see if anything is missing. Is there a step that requires something that you did not get from an earlier step Remember to ask experts if you need to. For each group, also ask: What is the deliverable When you know each lowest-level group is going to work, then do the same at the next level up, using the groups as your steps of the larger groups.
