There is a fundamental principle of management: to manage something, we must be able to measure it. And there is a principle of engineering: to measure something, we need to de ne it. So, to manage quality, we must rst de ne it. Why did this issue not arise for time and cost management For a very simple reason. For time and money, society has already done this step for us. We all know what time is, and we have units of measure hours and days. And we all know what money is, and we have units of measure dollars and cents, for example. But what is the unit of measure for quality There is no unit of measure for quality because there is no single de nition of quality. Quality has many aspects. And the de nition of quality that matters most is our customer s de nition of quality. A lot of companies have gone out of business building what they thought the customer would want. When we nd out what really matters to the consumer or what really helps the business customer we are de ning quality. The tool we use to de ne quality is the quality de nition table. We can create it near the beginning of analysis, as long as we have a draft statement of our purpose, our goal, and our list of stakeholders. We begin with two brainstorming sessions, one with the customer, and one with our team. Here are the steps we recommend in building a quality de nition table. 1. Brainstorm with customers and team members to identify quality items. Review the draft project overview. Then have each person give one or . more suggestions to: Fill in the blank.
