Possibly, requests are being sent to multiple addresses for the same session. For example, a subscriber may have requests being sent to multiple devices (e-mail or voicemail devices for example). If one of those devices happens to be busy, there may still be other devices for the same user that are not busy and can accept the session. The device that is busy would return this response, while the other devices would return a 2xx response. This response may also carry the header RETRY-AFTER indicating a better time to try the request again.
