Softswitch vendor Sonus Networks offers a success story in their deployment with Fusion, a Japanese service provider. Fusion wanted to build a packet-based network, rather than a circuit-switched one, to take advantage of the inherent cost savings and flexibility. Fusion noted that in the past when telecommunication carriers created separate networks for voice, data, Internet, and other services, their cost structures increased because they lost flexibility and economies of scale. Fusion wanted an end-to-end converged solution for voice and data communications. To achieve its goals, Fusion needed to deploy a carrier-class all-IP network quickly. The company wanted to gain a first-mover advantage as the only alternative long-distance carrier in Japan s newly deregulated telecommunications market. To make its next-generation carrier business model work, Fusion had to quickly launch a nationwide network that would enable it to generate increasing amounts of revenue while simultaneously keeping costs down. Fusion launched its next-generation VoIP network with Sonus Networks GSX9000 Open Services Switch, which performs the media gateway function defined in the International Softswitch Consortium (ISC) reference architecture (described later in this chapter). The GSX9000 employs a distributed architecture and is NEBS Level 3 certified and fully redundant for deployment in a variety of configurations in either central offices or points of presence (POPs), such as colocation hotels, for example. either a distributed or centralized fashion to accommodate a wide range of network topologies. The solution uses both the PSX Policy Server and the SGX Signaling System 7 (SS7) Gateway modules for the Insignus Softswitch. Fusion selected Sonus based on the high density and reliability of the offering. The Sonus solution helped Fusion seize a market opportunity that would be impossible without next-generation packet voice technology. Fusion went live with its network in April 2001, rolling out its low-cost, fixed-rate service to some 360,000 subscribers throughout Japan. In a matter of months, the number of subscribers exceeded 1,100,000 and continues to grow rapidly. Japanese versions of the Sonus solution were installed in 18 network operations centers (NOCs) distributed throughout Japan. In each of these NOCs, the GSX9000 switches processed many thousands of calls simultaneously, delivering high-quality voice and the scalability necessary to support millions of subscribers. The Sonus PSX Policy Server module in the Insignus Softswitch establishes a solid service development environment that provides advanced service selection and routing capabilities. Additionally, the Sonus SGX SS7 Gateway modules operate in nine switching offices, providing seamless interconnection to the Japanese PSTN. Fusion plans to expand the services to more business customers, beginning with a new primary rate interface (PRI) direct connection service for private branch exchange (PBXs). Fusion also plans to deliver other new services, such as virtual call centers and tollfree calling, which the company would not be able to offer without this nextgeneration network.2

Replacing the Class 5 Switch: NorVergence and MetaSwitch
At the time of this writing, the consensus among the telecommunications cognoscenti is that softswitch as a Class 4 replacement is a no-brainer, given that it deals largely with long-distance transport via IP. Softswitch as a Class 5 replacement in the context of a port-for-port or feature-for-feature substitute is not quite there.
