However, MetaSwitch, a vendor of Class 5 replacement softswitch solutions, begs to differ. MetaSwitch recently completed the installation of their Class 5 replacement solution with NorVergence, an emerging managed care/total care application provider. MetaSwitch installed its VP3000 nextgeneration Class 5 switch in NorVergence s New Jersey operations center. The switch delivers packet-based voice and data services to NorVergence s small and medium-sized business customers. NorVergence s goals for the project were to take advantage of the latest broadband packetized data and voice technologies to deliver high-quality services over data circuits in the most cost effective way possible. The initial deployment involved a single VP3000 switch transporting packetized voice over data networks to major interexchange carriers (IXCs) for termination to the PSTN. NorVergence guarantees its customers telecommunications costs will be cut by at least 30 percent. NorVergence calls this the Merged Access Transport Intelligent Xchange or the MATRIX system, an alternative to the circuit-switched model. The MetaSwitch VP3000 transports toll-quality packetized voice with 99.999 percent reliability, achieving cost savings through integrated management and the delivery of regional, longdistance, and Internet access services over a single broadband local loop.3

The ISC is an industry organization dedicated to the promotion of the softswitch industry primarily in the form of promoting standards and the interoperability of softswitch technologies. Its 120-plus members meet biannually to promote their industry. The ISC has a number of working groups that debate and promote features, marketing, and protocols (see Table 14-1). The ISC organizes interoperability test events, holds educational conferences, and establishes industry works groups to address issues vital to the industry.

The ISC is not a standards body. It promotes standards through interoperability test events, specifications, reference implementations, and development resources for companies and individuals seeking to develop applications based on the standards set by the IETF and the International Telecommunications Union (ITU), which are standards bodies. The following pages contain the ISC s reference architecture. This presents a fitting ending for this book as the reader has been informed about the building blocks of softswitch architecture, VoIP, how softswitch overcomes objections of the past, and the economics and regulatory issues of softswitch. The reader is now properly prepared to digest the reference architecture for softswitch as envisioned by the ISC. One objection to VoIP and softswitch is that some incumbent service providers consider this technology to be too new; that is, it lacks standards and an industry-wide consensus on architecture, standards, and technology. The following pages from the ISC should go a long way in establishing a framework for service providers regarding protocols and components for their new networks.

As with any industry in its infancy, the softswitch business desires standardization, particularly in regards to terminology. The rest of the chapter except for the concluding section is excerpted from the ISC document Reference Architecture. 4 The purpose of this document is to standardize first and foremost the terminology used in describing components of softswitch architecture. It also seeks to promote open network architectures and standard interfaces. The document also provides a guideline for vendors and service providers alike for standardizing softswitch architecture.
