This scaling down, made possible by access switching, could also prove very valuable to alternative service providers such as cable TV companies, power companies, municipal utility companies (power and water) and wireless ISPs (WISPs). What makes a traditional telephone company As described in s 2 and 3, it is three elements: access, switching, and transport. These three types of entities all provide access for the customer (business or residence) and a means of transport on their networks. Traditionally, the body of knowledge and capital necessary to deploy, operate, and maintain Class 4 and 5 switches was too great for any entity but a telephone company to maintain. Assuming the customer maintains their own media gateway in the form of IP phones or low-density media gateways, a service provider is freed of the expense of legacy switching. Their switching would be performed by a softswitch hosted on an industrial-grade server located anywhere on their network. By selling voice services as a value added to their cable TV, power and water, or ISP services, these entities will present serious competition to incumbent telephone companies. Figure 6-10 shows an example of a Class 5 bypass media gateway.

Scaling Down for Class 5 or Central Office Bypass from the Enterprise
Some 70 percent of corporate long distance is interoffice long distance, that is, employees of one company calling one another long distance. Enterprise IP telephony bypasses Class 4 and 5 switches. Enterprise media gateways, when used in conjunction with an IP PBX, constitute a central office bypass from what historically has been the most lucrative market-business voice service. Corporate long distance is the cream of the long-distance business. If 70 percent of corporate long distance migrated off the networks of the incumbent long distance service providers and on to corporate wide area networks (WANs), many of those service providers would be severely disrupted. The capability for a media gateway to scale down rather than up makes the migration of corporate telephony over a softswitch architecture possible (see Figure 6-11). IP PBX and IP Centrex are examples of softswitch architectures on corporate WANs. Scaling down media gateways also makes the IP Centrex based on a Class 5 possible. One geographically independent Class 5 has the potential to service any telephone handset (analog or IP) anywhere on the network. The network can also be accessed via the Internet. Figure 6-12 details how scaling down frees the corporate voice network from dependence on a legacy longdistance provider and even local service providers. An example of this architecture is an IP Centrex product from AG Communications called iMerge.
