This chapter explored the assumption that Class 4 and 5 switches consistently deliver five 9s of reliability. The debate on reliability encompasses much more than the reliability of a network element (class switch versus softswitch) and must consider the network as a whole. As the events of September 11, 2001 demonstrated, the PSTN can suffer from an SPOF. Softswitch solutions, with proper engineering, can also deliver five 9s of reliability or, more precisely, availability. Given its distributed architecture, a softswitched network may prove more survivable than the PSTN as it does not suffer from an SPOF. Given Moore s Law, where computing power doubles and costs half as much every 18 months, building an HA network may prove increasingly economical. These concepts apply equally to enterprise networks, including corporate wide area networks (WANS). In light of the events of September 11th when so many corporate customers lost service from Verizon and other service providers, enterprise users can plan on developing a VoIP network on their corporate WAN. Deploying a softswitched VoIP solution (an IP PBX in most cases) provides an alternative for an enterprise to a Tier 1 circuit-switched service provider. It should be noted that the same guidelines apply to enterprise networks. If some 70 percent of enterprise long distance is interoffice, then it behooves an enterprise to migrate that traffic to their corporate WAN.

A chief objection to Voice over IP (VoIP) and softswitched networks is the notion that their quality of service (QoS) is inferior to the Public Switched Telephone Network (PSTN). QoS covers a number of parameters, but it is mostly concerned with the user s perception of the voice quality, the call setup, and keeping the call up for the intended duration of the call (avoiding dropped calls). VoIP is time sensitive and most degradation of voice quality is the result of latency, jitter, and lost packets. It should be noted here that the context of this chapter focuses on private networks, enterprise- and service provider-maintained and not the public Internet. Voice quality in this chapter will refer to the fidelity of the reproduced speech and its intelligibility. Great volumes have been written about QoS on Internet Protocol (IP) networks. This chapter will set forth measures that improve QoS on an IP network and that provide QoS, especially voice quality over an IP network, as good as that of the PSTN. Earlier in the history of the industry, a perception existed that the IP voice quality was not as good as that of circuit-switched voice. International Telecommunication Union Telecommunications Standardization Sector (ITU-T) Recommendation E.800 defines QoS as The collective effect of service performance, which determines the degree of satisfaction of a user of the service. Service providers often state that the QoS the end user experiences must equal his or her experience with the PSTN. With proper engineering, a VoIP network can deliver QoS as good or better than that of the PSTN.
