35.4 Constraints and Considerations
The key constraints and considerations in this sector are primarily concerned with the available space within facilities (including docks) and vehicles. Space limitations, especially during peak service periods may present challenges. To remedy this, recycling container pulls can be made before peak operating periods by contractors. Another challenge is the transporting of recyclables to a central location if many satellite of ces are used. The questions of when and how to accomplish these tasks may require additional coordination for scheduling various routes. A key consideration in this sector, as in many others, is public image. 35.5 Potential Technologies, Strategies, and Implementation Approach
Several strategies and technologies exist for major components of the waste stream for this sector. Speci cally, options to minimize and recycle tires, wood (pallets), and paper products. The process should begin with a formal waste audit to determine annual volumes and compositions for each material. Once these have been identi ed, the hierarchy of solid waste minimization can be applied, rst with an emphasis on waste reduction, then reuse, and nally recycling. In terms of waste reduction, the use of paperless logs can signi cantly reduce waste. This can be accomplished with the use of an electronic device. Along these same lines, setting copier defaults to double sided and using paperless fax machines also reduces waste. In terms of reuse, returnable containers generally have the largest impact on operations. Traditionally, many organizations use wood pallets that are scrapped upon use. By switching to reusable plastic pallets, the waste hauling bill will be reduced. In regards to recycling, used tires often creates disposal issues. One of the most common uses for recycled tires is as an alternative fuel source for certain industries. Concrete manufacturers, for example, must use kilns to dry their products before shipping. These massive kilns are large enough to accommodate whole recycled tires in their furnaces. Other industries, such as steel and glass production, use shredded recycled tires to augment their usual coal or natural gas fuel sources. The recycled tires must be

shredded in order to t through the feeder grates of the furnaces. One drawback is the presence of steel belts in many tires, which can build up over time and block the feeder chutes. In order to meet strict environmental guidelines, many land lls must provide a safe covering over each day s deliveries. Instead of using a layer of ll dirt, some land ll operations are now using a layer of shredded recycled tires as a daily cover. Instead of piling whole discarded tires in a hazardous tire pile, land ll operators can receive shredded recycled tires from a local recycling center or invest in their own tire-shredding machinery. Recycled tires are also used as a cushioning material in playgrounds and other public areas popular with children. Sometimes, the shredded recycled tires are spread over the area like mulch, which can cushion the fall of a child or reduce the impact of playground equipment. Recently, the rubber from recycled tires has been combined with other binders and foam to produce a solid safety mat for playgrounds and schoolyards. Even certain clothing manufacturers have discovered the bene ts of using recycled tires. Material composed of recycled tires is now used to form the rubber sole of some athletic shoes and work boots. Recycled tires may one day be turned into other rubberbased clothing and accessories, such as raincoats, boots, umbrellas, and hats. One recent use of recycled tires may become a trend in larger cities. Traditional concrete sidewalks can now be replaced with similar-sized panels constructed from recycled tires and other materials. Proponents of these new sidewalk panels claim they are more resistant to the damage caused by tree roots, and they provide more stability for pedestrians. While the current cost per panel is higher than traditional concrete forms, the new rubberized panels should require far less maintenance throughout their lifespan. Since recycled tires contain oil and carbon black, two very useful substances, scientists are still seeking ways to retrieve these materials from discarded or recycled tires. If these researchers are successful in their quest, the huge piles of scrap tires we see today will ultimately become nothing more than a memory. Recycled tires may provide enough reclaimed oil to make them worth salvaging, instead of merely discarding.
