The important difference between broadcast television encryption and streaming media encryption is that cost-effective tools for encrypting content can be made available to desktop streaming media producers. With the conditional access technologies used by digital television companies today, the cost of the encryption tools is high, and the broadcasters have tried to keep tight control over access to their set-top boxes. In other words, they have used conditional access to effectively preclude other companies from delivering digital media via their set-top boxes.
