that balance of empowerment and responsibility requires cutting across departmental lines. In that case, we need to make sure that everyone is free to work on the project and be rewarded for that work, even if they work for another department. And we need to make sure that we have executive commitment to the project from both the top leadership above the team, and also from the customer department. When I manage a project for a client, the team may be entirely within my consulting company, or all team members (except me) may work for the customer. More often, my company s team works with some people employed by the client, and we pull together to create a team to meet the client s needs. No matter where all the people come from, we can de ne several roles that exist on every project. The role is de ned as a set of responsibilities. If the person or people in each role do their de ned responsibilities, there will be no gaps. The project will be de ned clearly. All the work will be done. And the project will succeed.  The project manager takes responsibility for de ning the purposes and goals of the project, building the team, de ning the work to be done, tracking quality, time, cost, and other project elements, delivering success, and ensuring customer satisfaction. The project manager leads the team and tracks the work on a daily and weekly basis, making decisions to correct the course as needed.  The project sponsor is the senior executive responsible for the project. The sponsor has authority over both the project team and the customer, and makes sure that all the resources necessary to succeed are available to the team. The sponsor kicks o the project at the initial meeting, promotes the project at the highest level of the organization, receives regular status reports, and intervenes when necessary to remove roadblocks for the project team or resolve con icts between the project manager and the project sponsor.  The project lead is the senior person in the customer department. The lead is responsible for de ning all of the requirements or making sure that members of the customer team work with the project team to de ne them. The lead is also responsible for having the customer department learn and test the new service, product, or system that comes out of the project. The lead also helps de ne the value of the project s results; that is, the way the project will bene t the company,

The project team, led by the project manager, does the daily work of creating the detailed work plan, following the plan, and reaching the goal of the project. In addition, because the customer usually receives the bene ts of the project, the project cost is usually billed to the customer department. Stakeholders. A stakeholder is anyone who is a ected by the project process or project results. In addition to the customers and the project team, anyone else who provides information to the project or receives some result from the project results is a stakeholder. Identifying all stakeholders early in the project process is an essential job for the project manager. The project manager then prepares a communications plan that de nes the roles and responsibilities of the peripheral stakeholders, that is, the stakeholders other than the customer, the project team, and the sponsor.
